Background to setting up this External Candidate Service:

Back in 2014 the EOA was approached by representatives from the Home Education Community to provide help and support to a growing number of external candidates who were having extreme difficulty in getting access to mainstream exam centres to take their exams.

Graham Stewart MP from the Education Select Committee invited various interested parties to Westminster to try and resolve this issue. As the representative body for the exam office community the Andrew Harland representing the EOA was then asked to come up with solutions to bridge the gap between the Home Education community and the need to give greater access to the operational activity in centres.
