The first EOA website was setup by Uday Patel with an open forum to represent the exams officer community.

The EOA attended a meeting between the exams bodies, QCA (exams regulator) and government departments to suggest a change to an open retake process. This was rejected by the exam officer community, made up of mainly practicing teachers, but was later made policy by government, opening the doors to the modular retake culture that dominated the education and exam system for the next 15 years.
